William Blount Governor in and over the territory of the United States south of the river Ohio
To David Henley, esquire
Agent for the Department of War
Pay to William Pickard temporary paymaster to the troops in the territory three hundred and eleven dollars out of the money in your hands appropriated for the pay of the army, for the pay of a company of infantry of the third sub legion of the United States commanded by Lieutenant William Pickard for the month of January 1794, agreeably to the payroll and your report thereon of the 28th instant taking his receipt for the same to be accountable to the accountant of the department of war, for which this shall be your warrant
Given at Knoxville under my hand and seal this 30th day of October 1794
