ALS. On letterhead of the Ebbitt House. Discusses his visit with the Tennessee congressional delegation about the above mentioned arrangement (see letter of July 4, 1868) to pay the interest due the state. Notes in the New York Tribune that Brownlow believes New York speculators have attempted to undermine the state finances, but Watson things that with rare exception that they are innocent. Says the conspiracy is located instead in East Tennessee. Says unnamed prominent Tennessee politicians are opposed to the interest being paid. Newspaper clipping from The Times included.
