ALS. The President of the National Labor Union writes to complain about Tennessee resistance to reconstruction. Outrages of every kind are committed, and we are powerless to protect ourselves. Men are shot down, and nothing done.
Ask if it would be possible to form a sort of home guards for the protection of each other.
Has written to President Grant on the subject but has not received an answer. We must have something to protect ourselves, the law refuses to protect us.
