Letter, Green B. Raum in Washington, D.C. to Edward Wheeling, 1878 December 21
ALS. Marked copy. States that John Bell Brownlow reported that Edward Wheeling of Little Rock, in regard to certain violations of the internal revenue law in Wheeling's district by J. L. Ehnernerg and Wm. Rolands, expressed the view that Brownlow recommended to Raul that they be reported to the district attorney. I infer from this that you have overlooked the provisions...which make it the duty of the collector to report, within ten days, all cases of violations on internal revenue where a fine penalty or forfeiture has been incurred, to the District Attorney.
States that should Wheeling feel a case should not be prosecuted, he can make such a recommendation but in no case should you fail to report all the facts as required by law.
