Horace Maynard begins this December 12, 1857 letter to W. G. Brownlow with an outline of his reasons for serving in Congress, including his desire to get a just proportion of government funding for the people of East Tennessee. Maynard goes on to discuss a new custom house for Knoxville, emphasizing the building's importance in building up the town and mentioning the location that he feels would be optimal for the structure (between Cumberland and Clinch Streets on the north and south, and Gay Street and Crooked Street east west).
