the whole career of that guerrilla Chieftain and his followers has been marked with an unbroken series of murders of inoffensive citizens, of plunder and robbery and destruction of property; and in my judgment, justice and humanity alike require that every one of his followers should be put to the sword whenever and wherever taken.
