Abstract
This letter from the Smallwood and Company on behalf of the Delaware state Lotteries is a promotional offering for a “grand scheme,” in which potential lottery players may take advantage of a new ticket bundle sale.
Biographical/Historical Note
In 1860, Delaware was one of only three states (Delaware, Missouri, and Kentucky) that maintained state-authorized lotteries. Because of difficulties with fraud, most states had banned state lotteries, beginning with Massachusetts, New York, and Pennsylvania 1833. However, tickets from Delaware, Missouri and Kentucky were still available by mail or illicit means.
