Biographical / Historical
The Tennessee Department of Highways and Public Works was created in 1922 by Governor Austin Peay. It was created in response to the complaint that Tennessee's roads were falling behind road conditions in other states. The department suffered during the bank collapse of 1930 but was revived in 1933 by New Deal funds.
