Abstract Note

Biographical/Historical Note
William Rule was born on May 10, 1839, to Frederick and Elizabeth (Breakbill) Rule. He married Lucy Maxey in October 1858, and they had six children, James, Clara, Cora, Stella, Lillian, and William Junior. Rule died on July 26, 1928 in Knoxville, Tennessee.
Rule was the founder of the Knoxville Journal and he was also mayor of Knoxville twice, first in 1873 and again in 1898.
The Knoxville Journal was published from 1895 to 1898 when it merged with the Knoxville Weekly Tribune to form the Weekly Journal and Tribune.
