Helen "Tootie" Haskins Papers
This collection consists of bills, correspondence, notes, minutes, reports, and publications dealing with part of Senator Ben Atchley's career in the Tennessee Senate. Series I: Bills contains working copies of bills introduced in the Senate and notes about them. Notes written on the original folders have been photocopied and filed with the individual bills. Series II: Education contains materials documenting Atchley's involvement in legislation affecting primary and secondary education. Series III: Justice shows Atchley's participation in the Tennessee judicial system, and especially in the logistics of individual prisons. Series IV: Medicine documents Atchley's involvement in healthcare and healthcare reform. Of particular note are the materials pertaining to the TennCare program. Series V: Tennessee Consolidated Retirement System consists of investment reports and Board of Trustees meeting minutes pertaining to the TCRS Program. Series VI: Reports houses a multitude of reports apparently used by members of the office staff for reference, and Series VII: Publications contains a number of magazines relating to issues in state government.

Helen Haskins, commonly known as Tootie, served as Senator Ben Atchley's executive leadership assistant until his retirement in 2004. Atchley (R-Knoxville) represented Knox County in the Tennessee State Senate from 1976 to 2004, and served as the Senate Republican Leader from 1986 to 2004.
