This collection consists of a proclamation issued by Andrew Johnson on September 9, 1867, to the Treasury Department. The proclamation concerns several incidents in North Carolina and South Carolina where the law was not being fully upheld, and calls for all civil and military servants of the government to obey the law and to refrain from obstructing its execution. The reverse side of the proclamation contains handwritten notes by the previous contemporary owner.
