This collection contains files created by Vice-Chancellor of Student Affairs Philip Scheurer from 1974 to 1997 (bulk 1994-1997) including internal UT documents, correspondence, newspaper articles, press releases, and reports. These reports show such issues as building safety, the UT Phone Fraud scandal, safety issues, parking, campus events, technology fees, campus residences, registration difficulties, computer fraud, and lawsuits.

Biographical/Historical Note
Philip Anthony Scheurer was born on 4 March 1943 in Hoboken, New Jersey. He earned his BA in Special Education from Trenton State College in June of 1965 and his MS in Education from Southern Illinois University in June of 1967. He began working for the University of Tennessee as the Assistant Dean of Students in 1967 and served as the Coordinator for Student Activities (1969-1970), Director of Student Activities (1971-1976), Dean of Student Activities (1976-1983), and Associate Vice Chancellor for Student Affairs and Dean of Student Activities (1983-1984) before becoming Vice Chancellor for Administration and Student Affairs. He later served as the UT System's Vice President of Operations and retired in 2005 after being criticized for not being careful in examining expenses incurred by UT President John Shumaker and for awarding projects in international education without bids.
